Architectural Review Board
Every application for a building permit for the construction, reconstruction or alteration of any structure in excess of 1,000 square feet of gross floor area proposed for construction and every application for site plan approval within the Town of Dover shall be referred to the Architectural and Community Appearance Board of Review within seven days of the submission of the application, provided that it conforms in all respects to all other applicable laws and ordinances. All applications to the Planning Board shall be deemed to be simultaneously referred to the Board of Review. This does not apply to an application for a single-family or two-family residence or residential accessory structure on an existing individual lot, except that the Building Inspector, in his or her discretion, may refer such an application to the Board of Review if it appears, in the light of the standards set forth in § 37-6, that there is a need for such referral. However, it shall apply to all multifamily and townhouse construction and to any other construction requiring a special permit or site plan approval.The Board shall review signs to be erected in connection with structures subject to review. Every application referred to the Architectural and Community Appearance Board of Review shall include five copies, or such greater number as the Board may require, of a site plan showing the location and dimensions of all structures, including signs. Elevations of all exterior facades of proposed structures and/or alterations to existing facades, at a scale of 1/4 inch equals one foot, showing design features and indicating the type and color of materials to be used; and illustrations of signs at a scale adequate to show design features, materials, words, colors and images depicted on the signs.
