On July 5, 2006 a Notice of Violation was issued to The Knolls of Dover Property owners by the Town of Dover Code Enforcement Officer for work performed without the proper permits or authorizations. On October 24, 2006 an application was received by the Dover Planning Board. Key components and fees required by this Board were missing. In an effort to expedite remediation plans and limit environmental damage, the Planning Board allowed the application to proceed and Dover Knolls was added to the November agenda.
Due to the environmentally time sensitive constraints for habitat remediation the applicants requested that the Board act quickly. Two meetings were held in December 2006 relative to this application. On December 20, 2006, the Dover Planning Board approved the environmental remediation plan and additional well testing application.
The conditions of these permits included the payment of all fees. At the May Planning Board workshop, Dover Knolls was added to the April agenda for referral to the Code Enforcement Officer for site plan violation issues. At the May 01, 2007 Planning Board meeting, Kathy Schibanoff, project manager, who acted as the Dover Knolls spokesperson at prior meetings, was in attendance. She notified the Board that the remediation had already been completed and that the checkswere in the mail. No notification was given to the Planning Board as to the start or completion of the remediation, nor were updated maps as required by the conditions of permit submitted. This Board is relieved that the remediation has been completed but is still awaiting the necessary documentation of condition fulfillment as is required for all applicatants, to move their application forward. Dover Knolls paid the balance on their Planning Board Escrow accounts on 5/11/07 under protest.
