DOVER KNOLLS PRELIMINARY FINAL ENVIRONMENTAL IMPACT STATEMENT (FEIS)
This document is a draft of the Final Environmental Impact Statement (FEIS) for the proposed Knolls of Dover project. It has been posted pursuant to Dover Town Law 61-4.
This document has not been accepted as complete by the Dover Town Board. The Town Board, as Lead Agency under SEQRA, will be reviewing this document for its completeness and sufficiency for public review. Once a determination has been made by the Town Board that the document is complete, a Notice of Completeness will be issued and a revised FEIS document will be posted on the Town's web-site pursuant to the requirements of SEQRA and Town Law 61-4. The public is advised that no formal comments are solicited at this time and is further advised that the contents of this document are likely to change based upon Town Board review.
Following the Town Board's determination that the FEIS is complete, SEQRA requires that the Town Board "afford agencies and the public a reasonable time period (not less than 10 calendar days) in which to consider the final EIS before issuing its written findings statement" (6 NYCRR 617.11(a)). The Town Board has not determined at this time how much time will be provided for public review or whether a public hearing will be held on the FEIS. SEQRA does not require that a public hearing be held.
The findings statement represents the final step in the SEQRA process and details the Town Board's rationale for action on the project. The findings statement must "consider the relevant environmental impacts, facts and conclusions" and "weigh and balance relevant environmental impacts with social, economic and other considerations" (6 NYCRR 617.11(d)).
Upon adoption of a findings statement, the Town Board would make a determination on the proposed Zoning amendments and various local actions required for the project.
